President Joe Biden may be set to return to the ‘basement’ campaign strategy used during the 2020 campaign in 2024, according to a report.

Axios reported that the Biden campaign has “spent more than $50 million on TV and digital ads in swing states this year — and next to nothing on local organizers to begin reaching voters in person,” which is a major departure from previous campaigns.

“The ad-heavy strategy — with unprecedented spending by an incumbent this early — is a departure from Barack Obama’s 2012 re-election campaign, which invested millions assembling an army of organizers in swing states to contact voters up to 18 months before that election,” Axios noted further.

The report said that Biden’s campaign team claims to be using the strategy because more Americans are online with phones and computers than ever, making it equally important to reach them there than in person.

“Today’s political organizing environment is dramatically different from 2011 and even from 2019, and we are building a campaign to win next November — not past elections,” Biden campaign spokesperson Seth Schuster said.

“What Obama was able to generate was unique to him,” one Obama veteran said.

But others, including Biden allies and critics, are likely to believe that the ad-heavy strategy is an attempt to relieve Biden from having to make campaign speeches in person as it becomes more evident that he is struggling with mental capacity issues.

A video montage assembled by the Republican National Committee and posted to social media earlier this week paints a disturbing picture of a commander-in-chief suffering from worsening mental capacity.

The montage contains several clips of Biden mumbling and stumbling through sentences while, at other times, he appears to forget what he’s trying to say. Other clips show him confused and rambling.

Biden’s apparent worsening mental condition has become a major issue for voters, with one physician claiming earlier this fall she didn’t believe the president could pass a rudimentary mental exam.

Dr. Carole Lieberman, who has made appearances on Oprah Winfrey, Dr. Phil, Fox News, and CNN, told the Real America’s Voice streaming network that voters should not simply focus on Biden’s age — he’s 80, and he would be 82 on Inauguration Day if he wins again next year.

She said that there is “talk about Biden being too old to run, which isn’t really the case.”

“It’s not about his being too old,” she said, according to The Western Journal. “There are people a lot older who have their marbles and are very intelligent and know history and are able to know how to put this country in a good direction.

“So it’s not age. … It’s about his competency,” Lieberman continued. “If he took the test that I was offering him — this mini-mental status test, or some other kind of test of competency — there’s no way he would pass.”

She went on to speculate that he couldn’t even answer this question: “Who is the president of the United States?”

Lieberman was referring to a mini-mental state exam that is “an 11-question measure that tests five areas of cognitive function: orientation, registration, attention and calculation, recall, and language,” according to the Hartford Institute for Geriatric Nursing.

The unofficial diagnosis comes as Biden continues deteriorating in the eyes of tens of millions of Americans in terms of his mental state and capacity.

In survey after survey over the past year, at least, a vast majority of voters have expressed their belief that Biden cannot serve another term because he’s not mentally fit enough to do so.

The latest is a Harvard Harris Poll found in August, which found that as Trump continues to dominate the field of Republican candidates, Biden suffers from a growing perception that he is no longer mentally fit to serve as commander-in-chief.

The late July poll found that less than one-third — 32 percent — of respondents believe that Biden is mentally fit to serve as President, while 68 percent expressed doubts about his mental acuity.
